1Some cell phones have GPS receivers in them (in addition to the cell phone radios), and those work like any other GPS receiver -- they receive signals from many GPS satellites, and figure out latitude and longitude from the timing of the received signals and data about the satellite orbits, which is also received by the GPS receiver. But a cell phone can also figure out a rough position from the regular cell phone signals that it's receiving anyway (because it can be programmed with knowledge of where the cell phone towers are), and that can help the GPS receiver figure out a precise location more quickly and/or under conditions of weak GPS signals (such as indoors). This technology is under active development, as keeps changing and getting better all the time.
